Christopher S. Juliano

Managing Partner

Christopher S. Juliano, P.E., L.S., is Managing Partner at Juliano Associates with more than 32 years of experience in civil engineering, surveying, and land planning. His expertise spans site planning and design, storm drainage, sanitary sewer systems, water main infrastructure, and hydraulics and hydrology. Christopher oversees office administration, project management, quality control, scheduling, and the surveying and engineering operations of the firm.

He is a licensed Professional Engineer and Land Surveyor in Connecticut and an Adjunct Professor in the CCSU Engineering Department. Actively involved in professional organizations, he serves on the Board of Directors for the Connecticut Association of Land Surveyors, where he is a Past President, current Treasurer, and NSPS Director. Recognized as the 2023 CALS Surveyor of the Year, Christopher has also contributed to land surveying associations across New England. His broad project experience includes residential, commercial, institutional, agricultural, and utility site development, as well as litigation support services.

Annette S. Ellis

Partner

Annette S. Ellis, P.E., M.P.A., is a Partner at Juliano Associates with more than 25 years of combined public and private sector engineering experience. She has over a decade of land development expertise in the private sector, including senior roles at Juliano Associates, and more than 16 years of municipal leadership with the Town of Southington, where she advanced from Assistant Town Engineer to Director of Public Works/Town Engineer. In these roles, she oversaw multi-million-dollar capital improvement programs, infrastructure rehabilitation, energy performance contracting, and administration of ARPA-funded projects.

Annette holds a Master’s degree in Public Administration from the University of Connecticut and a Bachelor of Science in Civil Engineering from Lafayette College. Licensed as a Professional Engineer in Connecticut, she brings a unique blend of technical engineering expertise, public administration experience, and leadership in both municipal and private-sector projects.

Robert L. Sweet Jr.

Land Surveyor in Training

Robert L. Sweet Jr. is a Civil Engineering graduate of the University of New Haven with a strong background in both civil and mechanical engineering. He began at Juliano Associates as an intern in 2019 while attending school and gained hands-on experience in surveying, AutoCAD design, and engineering analysis. After graduation in 2022, he was hired full time and continues to contribute to commercial and residential land survey projects, drafting boundary maps, and supporting engineering design.

Robert has also gained technical and leadership experience through roles at Mega Precision, where he facilitated blueprint systems and inspection processes for jet engine parts, and as a Teaching Assistant at ESUMS Innovation Workshop, where he supervised projects and maintained the school’s workshop. His skills include proficiency with Autodesk programs, Microsoft Excel, and measuring instruments, along with practical exposure to project management, soil analysis, and applied engineering systems.

Romeo X. Valentin

Project Engineer

Romeo X. Valentin is a Project Engineer at Juliano Associates whose passion for engineering is deeply rooted in his family’s history of land development and construction in Puerto Rico, where he was involved from a young age. He began his studies at the University of Puerto Rico, Recinto Universitario de Mayagüez, before transferring to Central Connecticut State University after Hurricane Maria. Romeo graduated in 2023 with a Bachelor of Science in Civil Engineering and a Minor in Mathematics.

Since joining Juliano Associates upon graduation, Romeo has focused on site planning and design, stormwater management, septic design, and road reconstruction. As a bilingual professional, he has expanded the firm’s ability to assist Spanish-speaking clients. Romeo is currently working toward becoming both a licensed Professional Engineer and Land Surveyor.

Sean McKee

Project Engineer

Sean McKee is a Civil Engineering graduate from the University of New Haven. Having started with Juliano Associates as a Survey Technician in 2021, Sean gained extensive field experience with surveying equipment, AutoCAD drafting, and technical reporting. He has recently transitioned into the office, where he now works as a Project Engineer and serves as a liaison between the surveyors and engineers, supporting collaboration across project teams. Sean also mentors new hires and interns, bringing strong communication and leadership to his role.

Prior to his engineering career, Sean developed customer service and operations experience as a cashier at Exxon Mobil Patco and as a landscaper with Durham Property Service. These roles helped build his work ethic, problem-solving ability, and attention to detail, which continue to strengthen his contributions in engineering and surveying.

Chris Kent, Jr.

Survey Technician

Chris Kent, Jr. is a self-motivated professional with experience spanning facilities management, aerospace manufacturing, and administrative support. He recently began a new career as a Survey Technician with Juliano Associates, where he supports field operations and data collection for engineering and land development projects.

Prior to joining Juliano Associates, Chris worked as a Facilities Technician at Element Hartford-South Windsor, where he managed material handling, inventory control, vendor coordination, and quality control inspections while ensuring compliance with safety protocols and regulatory requirements. He also served as a Machine Technician with both New England Airfoil Products and Hanwha Aerospace, maintaining and troubleshooting CNC machines for aerospace manufacturing. Earlier in his career, he worked in administrative support at Tokio Marine HCC Insurance Holdings and as a Residential/Commercial Manager at 3rd Day Lawn Care, where he managed client relationships and oversaw property maintenance services.

With certifications in forklift operation and training in electro-mechanical maintenance, Chris brings strong skills in equipment maintenance, quality control, safety compliance, and customer service. His diverse background demonstrates adaptability, problem-solving ability, and effective teamwork across industries.

Tommy C. Lapham

Survey Technician

Tommy C. Lapham is an aspiring engineer with a strong foundation in hands-on design, technical innovation, and leadership. He recently completed a summer internship as a Survey Technician with Juliano Associates, where he gained practical experience in surveying and engineering support. Previously, he interned at AITek, contributing to manufacturing, quality, and design processes, and spent nearly a decade working in professional theatrical carpentry as an Assistant Master Carpenter with Shakesperience. He has also demonstrated entrepreneurial drive by successfully running his own lawn maintenance business since 2017.

A graduate of Canterbury School with high honors and leadership roles, Tommy continues his academic journey in engineering at Union College, where he is active in the American Society of Civil Engineers and competes as an NCAA Division III cross country and track runner. His technical projects range from building a 45+ mph electric skateboard and a drone delivery system to designing a custom-built desktop PC, showcasing his skills in CAD, machining, electronics, and programming.

Tommy’s diverse experiences reflect his creativity, work ethic, and commitment to innovation, making him well-prepared for future contributions in engineering and technology.
